We don't have much to compare it to, as this was our first hotel and beach experience with our currently 65lb, 9m/o puppy, but the Hilton Garden Inn South Padre seemed perfect.

Highlights include a small semi controlled space for dogs in the back (although, apparently doing her business in the ocean and sand is preferable by far), two hoses with excellent water pressure right off the patio along the path to the beach (excellent way to get a quick drink and hose all the salt and sand off), multiple spaces outside where she could sit with us, and staff that were willing to help at every turn.

The beach right out back was excellent, and it was far enough north (with a gap in hotels immediately north of the Hilton Garden Inn) that we were able to keep a healthy distance from other beach goers, enjoy some fetch, and manage reactivity.
