While not an official dog park, the UdeC campus is a very popular destination for outdoor enthusiasts and converts into an unofficial dog park on Sundays. Dogs are generally kept on a leash until you reach one of two fields (one past the duck pond and the other next to the main forum). People are generally very friendly and are looking to let their four-legged friends socialize as well.
