Shipping 2 #700 crates from U.S to India, cant find options!

Every time I call airlines they say something different depending on who I get. Most say they wont ship a #700 at all. Others say I have to book through a pet shipper and fly as cargo.
I wanted to fly accompanied as excess baggage but cannot find any airlines that will do it with a #700

Any suggestions?
