Not clean, terrible communication

Our dog was returned to us with nails that were trimmed past the quick and bleeding. He has difficulty walking now. He was also soaked in urine to the point where most of the white patches on his fur were yellow. He also has a cough and red inflamed skin between his toes due to an infection.
