Is this a clique? Who even cleans the place?

There is too much drama at this park. The people there all seem to have known each other for forever and their dogs only get along with each other. Their dogs attacked mine who was minding his own business and just trying to play. They did not remove their dogs from the park and they did not try to help me break up the fights. The people there do not watch their dogs nor clean up after them half the time. There was a whole fiasco over someone bringing chairs to share at the park but refused to let the big dog side have any chairs so parks Department removed all the chairs and said they will add one extra bench next winter. There is only one bench on each side of the park. It's dirty and littered with broken glass, cigarette butts and poop. The big dog side is half sand/dirt and half grass. Honestly not worth bringing your dog
